There is a lot to digest here, but finding the answer is quite simple.
We know it's a YTPMV and we are given the following line about it:

The most cryptic one in my opinion
The entire puzzle is a reference to Cicada 3301 and the answer is a song created in their first arg.
The word "everywhere" it's attributed to them and the cryptic way the text is written is also a nod to their puzzles, but the main hint comes from the "specter" word.
The audio given is the song we need, but it alone is not enough. That's why I mention the "specters", because one has to check the spectrogram of the audio. You can use a software like "Sonic Visualizer" or an online website. Around half the song, we will see the following:
We are given the image of their logo, the cicada, and the format for the final answer.
Did not say it until now, but the entry numbers in all reference raffles hint towards the relase date of the answers that are songs (the chomik one is the release date of the game), so if we search a 2013 song made for the Cicada 3301 project, we will find our answer. The hint given in the gate makes reference to another puzzle made by Ronald_D_D. In said puzzle the last comment left my be talks about how it would be if we used the method for the answer but with passwords. This means we have to use the same method in the reference raffles with the passwords we have obtained and hopefully you have noted.
